Isn't A "Server" That Person At A Restaurant?

Everyone is talking about how all of Hilary Clinton's e-mails written while Secretary of State of the United States of America were not on the secure government server. Can't they see that she was merely saving the country money by taking care of business by herself? Not involving other staff or resources was thrifty thinking.
